Federal Programs
Welcome to the Federal Programs Department website. The goal of the Federal Programs Department is to ensure that federal funds are utilized to provide a high-quality education to all students in the Dooly County School District in an effort to assist them in becoming proficient learners based on the state’s standards. All schools in Dooly County are classified as School-wide Title I Schools. Therefore, additional funding is received that allows the schools, and the district, to offer instructional resources, technological resources, professional learning for staff, parent engagement activities, and any other services that help meet the needs of the students but are not provided by local and/or state funds.

Title I, Part A – Academic Achievement for Disadvantaged Students
is the largest single federal aid for elementary and secondary education. This grant is to ensure that all children have a fair, equal and significant opportunity to obtain a high-quality education and to achieve proficiency on challenging academic achievement standards set forth by the State.
Title I, Part A - School Improvement
is to provide financial resources to local educational agencies (LEA) on behalf of Title I schools identified as Focus, or Priority.
Title I, Part C - Migrant Education Program
is designed to support comprehensive educational programs for migrant children to help reduce the educational disruption and other problems that result from repeated moves.
Title II, Part A – Supporting Effective Instruction
is to increase academic achievement by increasing teacher and principal quality. This grant helps by increasing the number of highly qualified teachers in the classroom, increasing the skills of principals and assistant principals and increasing the effectiveness of teachers and principals by holding Districts and schools accountable for improvements in student academic achievement.
Title III, Part A – English to Speakers of Other Languages (ESOL)
is a federally funded supplemental program that concentrates on delivering language instruction educational programs to students who have a primary language other than English. This program is designed to improve the education of English Learners (ELs) by helping them learn English and meet challenging state academic content and student academic achievement standards.
Title IV, Part A - Student Support and Academic Enrichment
is to provide all students with access to a well-rounded education, improve school conditions for student learning, and improve the use of technology in order to improve the academic achievement and digital literacy of all students. (ESEA section 4101).
Title V, Part B - Rural Education Initiative
is designed to assist rural school districts in using Federal resources more effectively to improve the quality of instruction and student academic achievement.
Title X, Part C - McKinney-Vento Homeless Assistance Act
is designed to address the problems that homeless children and youth have faced in enrolling, attending, and succeeding in school. Under this program, State educational agencies must ensure that each homeless child and youth has equal access to the same free, appropriate public-school education, including a public preschool education, as other children and youth.
